Thanks for your reply and putting me in the right track.
It turns out that there is an example in ITK to decimate a volume, in
Examples/Filtering/SubsampleVolume.cxx.
It uses IdentityTransform, as you suggest, although prior to resampling
it uses a low-pass filter to avoid aliasing.
