Is WrapITK 0.3.0 newer than the WrapITK version bundled in ITK 3.16.0?  I
have been unable to locate a version number for that copy of WrapITK.  I
was under the (perhaps mistaken) impression that WrapITK development had
moved into ITK mainline.

In general, do you recommend using the version of WrapITK found in the ITK
tarball, or the independent WrapITK tarball from google code?  This also
has implications for distro packagers.
