Hi Gina
yes, ITK can do that. Or better you can do that using ITK ;)
You need a program that reads a raw file (you can you use  
http://www.itk.org/Doxygen16/html/classitk_1_1RawImageIO.html or the  
mhd format) and writes a Dicom file (you can use the ImageWriter and  
set the file name with extension .dcm).
