The Public Library of Science (PLoS) have launched
today the beta version of PLoS ONE:

       http://www.plosone.org/home.action

It features the ability to comment and annotate
papers that are published online:

http://www.plosone.org/article/fetchArticle.action?articleURI=info%3Adoi%2F10.1371%2Fjournal.pone.0000000

PLoS is probably the most progressive effort for getting
the publishing community out of the global dark ages.

Instead of the obscene obsession with protecting content via
copyrights that plagues traditional publishers, PLoS encourages
the reuse of content via open licenses such as the Creative
Commons Attribution License.

Reuse Material:

If you actually publish with the intention of disseminating
your work, then PLoS journals are the place you want to submit.
