Hi ilker,
You dont need to do GDCM includes anymore.
The latest release of ITK has GDCM included
in the Utilities directory.
Please start from the examples described in the
ITK Software Guide
http://www.itk.org/ItkSoftwareGuide.pdf
in particular the DICOM Read/Write examples
in the chapter:
"Reading and Writing Images"
The associated code is available in the directory
Insight/Examples/IO
