WHAT'S WRONG WITH THIS PICTURE ?

Why does it take longer to publish a paper than
doing the actual research ?
Why ?
Have you ever received the latest issue of the Journal
with your article on it... and you have had trouble
remembering what the paper was about ?
Have you ever get a revision for a paper by the time
the graduate student has already get her degree and
left the lab ?
Does somebody remember that "HTML" was conceived at the
European Organization for Nuclear Research (CERN) for sharing
scientific information on particle physics ?

Why not just send the documets on the mail ?
mmm, maybe they want them... fast ?
IMAGINE:
Imagine a scientific journal where you can submit your
article at 6:00 pm and your colleagues worldwide can read
it on-line the next day at 8:00 am.
