CableSwig has no knowledge of ITK, and is therefore not the proper place
to put the change.  However, until it matures more, it is hard to specify
the exceptions in a configuration file.  I've added your change for now.
If throw specifications are ever added to ITK, then it can be made
automatic anyway.
