[Insight-developers] ExampleITKPluginTest fail from MINC

Hello,

The dashboard is a little red.... just a little... So this new failing test may have been missed.

The MINC merge patch has caused this ExampleITKPluginTest to fail:

This MINC IO factory is not being reregistered as an internal factory:

Also this test was failing on the windows build on the CDash at HOME build.
