[Insight-developers] A little help with Visual Studio builds.

I now have a Windows 7 box to test my ITK patches on!

It's been over 10 years since I have had to deal with Visual Studio; I'm
keeping my hatred in check, but I could use some guidance to get me past
some issues that seem to be rookie problems.

Specifically when I try and build DCMTK, I get this warning:
fatal_error LNK1104: cannot open file ws2_32.lib netapi32.lib wsock32.lib

I've looked at the Visual Studio Directories config variable and it does
appear to point to the proper place to pick up these libraries.
