Hi all,

Due to an administerial mishap, the first RC was tagged today instead
of next week as previously discussed.  Please carefully merge any ENH
patches this week as previously discussed.   The bug fix will start in
earnest next week.  Note that the next tag will likely occur on
Tuesday the 27th.
