[Insight-developers] ITK dashboard error

Its looks like you are submitting to the modular dashboard (ITKModular),
which has not been getting much attention lately.  It may be worthwhile to
switch to the monolithic dashboard (using itk_common.cmake instead of
itkmodular_command.cmake).
