Hello ITK Developers!

I have been doing a little JIRA house cleaning, so you may have seen a lot of e-mails this morning.

I have made an explicit version called "BACKLOG" for items that are outside of the scope of the current work loads, but can not be addressed right now.  This is different from "Unscheduled" which is the default location for new tasks that are created, but have not yet been triaged.  It should be our goal to periodically clean out the "Unscheduled" and move them to where they will be addressed, or move them to the "BACKLOG" status.  I did this because it was becoming difficult to differentiate between the items that had been determined not important for ITKv4 right now, and those that were recently created but not yet assigned to a version where it will be fixed..

In addition, I added all the proper release dates for each version.
