[Insight-developers] wrapping stable for python+java on i386

The wrapping is stable again.

The two failing python tests seems to fail because one
optimizer/metric is not wrapped. is it expected?
I will fix the settings for the "Durian" box, add more builds
(different archs) on ChickenRice, and then try with Explicit
instantiation, and tcl wrapping.
any advice or items that would be more important?
