The data were not uploaded.  Look for files named ".ExternalData_MD5_*"
and a directory named ".ExternalData/MD5" in your local source tree
where the build works.  Which ones exist?  What is the output of

   git config alias.gerrit-push

and

   git for-each-ref "refs/data/*"

?
