[Insight-developers] Disappearing and/or non-existent Gerritt Robot Builds

Problem #1: No Windows builds -- they always show up 'scheduled' but never
'running' or 'finished'

Problem #2: Build says it's finished but doesn't show up in the filtered
build list

Problem #3:  A lot of the test failures that showed up after I merged the
HDF5 ImageIO topic don't look like bugs in the code, they look like
something being squirrelly on the test machine.

This test failure happened with EXACTLY the same ITK source revision,
EXACLY the same compiler & OS as my work machine, where the test
succeeded. I don't know how to debug that, really.
