[Insight-developers] SimpleITK requires admin privelege to install?

Actually, for the moment, we just need Tcl.


And as it happens, if you turn off everything other language there are no
install commands left and 'make install' fails ;-)

I haven't explored it very deeply, as I 'simply' wanted to get the libs
and pkgindex.tcl deployed so it can be loaded into a stock tcl interpret.
