It hasn't been compiled in a while.  My series of commits this morning was
due to a manual sweep through the old monolithic ITK build system to see
where everything ended up in the modular build system.  The commits added
the missing pieces: try_compiles, options, flags, etc.

As part of the changes I tested each step.  I must have corrected a
try_compile that activates this code.
