This discussion is about making things easy for the developers.

I'd even say that we don't care much about the size of the repository.
Storage space is cheap and will get cheaper. The tests will be  
downloaded, with or without git. Forking a repository on github takes  
0MB, and getting 600MB of storage is 7$/month – a cost that ITK v4 can  
probably pay for the next years, and is certainly a small fraction of  
the cost of putting the testing data in a submodule.
