[Insight-developers] Data submodule was reverted again ( staging check needed? )

Agreed...as a compromise.  :)  I don't like splitting data between
locations, but I see the point about urls/indirection being quite a
bit of overhead for small data sets - the two ideals are in conflict.
 I am willing to yield to my elders on this :)
