[Insight-developers] module dependency issue

Gaetan's suggestion makes sense to me too.
It's always a little risky to introduce extra dependency to a core module.
itkBSplineDisplacementFieldTransform seems to be pretty specific. It
probably should stay in a module that is more relevant to image
registration.
Sounds like a good opportunity to take a bunch of displacement field
related classes
out of Core/Transform.
