[Insight-developers] TIFFImageIO valgrind defect

Unfortunately, there are many valgrind defects for the DoxygenGroup tests.
These have been present for quite a while. This makes it a PIA to notice new
defects.

Once again, we are great at establishing processes, but not so great at
following them.
