[Insight-developers] git gerrit-push fails on mingw

Use 'MSYS makefiles' in CMake, git needs sh.exe to use push.

What version of msysgit do you have?  I explicitly tested the use
of "!Utilities/Git/git-gerrit-push" on there before using the name
without the shell.
