[Insight-developers] Checking Cxx flags

Arnaud,

Look in ITK/CMake/itkCheckCXXAcceptsFlags.cmake.

This modifies CMake's macro to check for warnings from windows compilers.
Windows compilers sometimes warn when a bad flag is passed rather than throw
an error.
