[Insight-developers] Gerrit / git primer

Hi,

  As threatened at the ITK tcon this week, I¹ve put together a long-ish
primer on how to use Gerrit and git in the context of ITK v4 development.
It assumes a small amount of git knowledge, but should be understandable for
most.  Feel free to send me comments and I¹ll update the page.
