[Insight-developers] Tcon moving to 11 AM ET (EDT or EST as needed) Tuesdays

Hey Folks, 

We agreed on today's tcon to move the ITK tcon to Tuesday at 11 AM ET to better accommodate our overseas collaborators.

Note the tcon is at 11am EDT currently and when we move off of daylight savings time, the tcon will be at 11am EST.
