    Move rest of CONSOLIDATED_MORPHOLOGY from Review
    
    The CONSOLIDATED_MORPHOLOGY move form review directory
    was not done completely, and still required that the
    USE_REVIEW was on.  This rest of the needed dependant
    files have been moved from the REVIEW directory.

    Removed all dependancies on the conditional:
    ITK_USE_CENTERED_PIXEL_COORDINATES_CONSISTENTLY
    The only valid option in ITKv4 is as if this
    were set to "ON".

    Removed all legacy code.
    
    Removed all code that was listed as deprecated, or produced
    a "I am deprecated" warning message.  This required changing
    a few tests that were calling the deprecated methods
    that had no effect for for code coverage reasons.

    Set SunProCC minimum requirements.
    
    According to instructions listed in
    http://public.kitware.com/Bug/view.php?id=11076
    this sets the minimum SUNPROCC version supported to 0x590,
    and also comments out code that was required
    as work arounds for the earlier versions of the
    SUNPROCC compilter.

    Removed __sgi, IRIX, and SCSL references
    
    This removes support for the SGI compilers due
