I think you have actually found a bug in the installation paths.

itkHistogram.h shouldn't be in the Review directory anymore. It's ok  
for the sources, but seems broken for the installed version.

Can you please file a bugreport?

In the mean time, you can try to use the ITK build directory instead  
of the installed one. It should let you build WrapITK.
