Yes, KWSys is still a CVS repository to which only a few people can
commit.  A robot replays the changes into Git projects like ITK.

Yes.  It is a good place to discuss and review.  Only the final
"merge" step is different.

Yes.  Is there any Gerrit entry besides 277?
