[Insight-developers] [master] compilation errors when FFTW turned OFF

Hi all,

With recent changes, there are now compilation errors when FFTW is 
turned OFF.

Can we compile the test 
Testing/Code/Review/itkFFTComplexToComplexImageFilterTest01.cxx only 
when FFTW is turned ON (as temporary solution to avoid fully red 
dashboard for tonight) ?
