[Insight-developers] parallel build with cswig broken on linux

Hi,

I just enabled parallel building on the riemann.sumost.ca dashboard
and it broke.  I believe it is because I am wrapping for tcl, python,
and java.  This is a linux machine.

This was said to be fixed on April 20 [1] but I hadn't tried it until
just now.  Parallel builds don't work for 3.20 either, so maybe that
fix was insufficient?
