[Insight-developers] Consolidated morphology

Hello Hans,

Looks like your still cranking away at removing things in ITK!

I noticed my build was failing:

This system does not have review on. So it is not including the algorithms needed for the consolidated morphology. Filters like KernelImageFilter, MovingHistogramDialateImageFileter, BasicDialateImageFilter, AnchorImageFiler, VanHerkGilWermanDiatate etc should also be moved out of review to support this change.
