[Insight-developers] Tests failing in the Dashboard

Hi Brad,

I just finished one build with LEGACY_REMOVE=ON in cloud1.amazon,
(and the flag removed from itkMath.h)

now I'm testing the same change with LEGACY_REMOVE=OFF.

If it comes clean I'll commit the change to itkMath.h.
