Hi Kevin,

Thanks for looking at that bug. It may not be the right fix though.
I'd say that's a bug in vxl, and that

   #include "vnl_vector_fixed.h"

has to be added to vnl_matrix_fixed.h, because that's where it is used  
in the first place.
