I suggest Code/Review/Statistics

The V2 is arbitrary, and we don't expect to collect different versions
of the statistics classes over time.

How about ITK_USE_REVIEW_STATISTICS?

NEW is a relative terms
FRAMEWORK is unnecessary
Adding REVIEW causes the var to be grouped with ITK_USE_REVIEW
