[Insight-developers] Moving IJ code to Review and Review code to released code

Folks,

Looks like there will be a surge of activity to move code from the IJ
to Review and code from Review to a supported directory.

I started a check-list to ease the transition. Feel free to augment it.

Please do as much as you can before you check in code to Review. The
dashboard is greener than ever. Don't depend on the process to find
problems that you can find before you check in the code.
