[Insight-developers] Moving Multi-Threaded registration classes from Review to Code

In preparation for the release of ITK 3.14,

We are planning to move the multi-threaded registration classes
from the Code/Review directory into its final destination:

   * Code/Common
   * Code/Algorithms
