[Insight-developers] Naming Conventions with StatisticsRefactoring

With inputs from Brad and Gaetan, the following classes and their
corresponding tests have been renamed:

  MeanFilter -> MeanSampleFilter
  CovarianceFilter -> CovarianceSampleFilter
  WeightedMeanFilter -> WeightedMeanSampleFilter
  WeightedCovarianceFilter -> WeightedCovarianceSampleFilter
  StandardDeviationPerComponentFilter ->
StandardDeviationPerComponentSampleFilter
