[Insight-developers] Transition to CMake 2.6 : Preparation for release of ITK 3.8

Luis,
I just updated my cygwin and it still seems to provide cmake 2.4. I
have not checked my Fedora update yet.
Shouldn't we be using the cmake version that the standard
distributions use? Maybe it's too early and by the time we release the
next itk version, cmake 2.6 will be in these distributions.
