[Insight-developers] BSpline in TransformIO

At one point the BSpline transform didn't copy it's (potentially many)
parameters.  Until this was resolved, reading/writing BSpline transforms
would not actually set the parameters, and might cause segfaults.

Does anyone recall why the BSpline transform is not registered in the
TransformIO factory?

I'd like have <double,3,3> registered and we should probably do some
other common variants (2D, 3D, double, float).

Just wondering if we
recall why did not register the BSplines.
