[Insight-developers] KappaSigma classes and tests (moved from the Insight Journal)

Hi Gaetan,

Thanks for you Insight Journal paper describing
the KappaSigma threshold calculator.

The code has now been adapted and moved to the
Insight/Code/Review directory.

Tests have been setup using the cell images in
Testing/Data/Input, as you can see int the
CMakeLists.txt file in Testing/Code/Review.


If you have a chance, could you help us fine tune
the parameters of the Calculator and Filter tests ?

The current tests produce threshold=0 as output,
so it is likely that we may have selected too many
iterations.
