I think I missed the beginning of this thread, but...

1) There is a bug for ITK's tiff being out of date:
<http://public.kitware.com/Bug/view.php?id=5469>

2) Note that VTK and ITK both have libtiff, it would be good to keep
them in sync as much as possible.
