That's it, it is used to test the wrappers.
I'm also using it to tests my contributions to the insight journal -  
it allow to run the test and compare the output images in a single  
ADD_TEST() command.

Well, not really, because WrapITK need it to run its tests. The  
current configuration allow to run WrapITK's tests without the other  
ITK tests.

I must agree that it is not really in the right location however. I  
believe itkTestDriver should be built in a ITKUtilities tree (or  
something like that). The Utilities directory in the ITK sources  
contains some utilities needed to build ITK. ITKUtilities should  
contain some tools built with ITK (they depend on ITK). ImageCompare  
and ImageCopy should also go there.
