FlatStructuringElement review required ([Insight-developers] The Insight Journal-New Submission)

Hi,

I have submited this new article, even if not completed, to review the  
code and the API of a new class already added in the toolkit while moving  
WrapITK to ITK: FlatStructuringElement.
I know that's not really the right procedure and I apologize for that.  
Anyway, it should be discussed before the next release.
It's a small class and shouldn't take too much time.
