[Insight-developers] ITK 3.0 Tagged & Branched

          ITK 3.0 has been tagged and branched.

The usual tags were used:

          ITK-3-0-bp     = tag before branching
          ITK-3-0          = branch tag
          ITK-3-0-pb     = tag post branch



The repository will remain closed for a couple of days while
we solve a set of failing tests. After that we will open it again,
with a policy of "no test left behind".

We should address a heavy backlog of contributions from
the Insight Journal, that must be processed before ITK 3.2
to be released in February.
