This has nothing to do with CMake changes.

The VTK_WRAP_TCL2 command is a loaded command provided by VTK.  It looks 
like the command is no longer provided:

It is still there in VTK 5.0 but has been removed from the CVS version. 
  This should be brought up on the VTK devs list.
