Are we going to make ITK depend on 2.2?   If the idea for IJ is to be used as
a vehicle for new code into ITK, the requirements should match the requirements
of ITK.  IJ uses the most recent official release of ITK for this reason.  It is
a way of making sure new code is backwards compatible.
