[Insight-developers] vxl upgrade for thread safe vnl

Hello, all:

I've converted vnl in upstream vxl to be thread safe.  In order to get
these changes in ITK we need to upgrade the version of VXL used in the
Utilities/vxl directory.  This upgrade will fix building with system vxl
too (a current failure reported by hythloth experimental builds on the
dashboard).

I have already put the most recent vxl from cvs in the vxl-upstream
branch of Utilities/vxl.  My working copy also has the changes merged
against the current ITK development trunk.  I've fixed Code/Numerics to
deal with the new netlib used by the upgraded vxl.  There are no ITK
public API changes; this is simply an implementation fix.

Changes to vxl have already been tested on the vxl project dashboard for
several compilers.  Only a few changes to ITK itself were needed.  When
I commit this there may be a few dashboard problems but they should be
quick to resolve.

I'd like to commit this sometime over the weekend or early next week.
Does anyone have a reason to delay?
