[Insight-developers] Concept Checking and Borland

I few weeks back I reported that I had trouble with my Borland build when concept checking was turned on. Now I see the problem has cropped up on the dash19.kitware Win32-bcc build. The compiler is reporting errors for code that is compiling everywhere else. We may have to turn concept checking off for Borland builds.
