I didn't implement that part but I think it is up to the user to add 
-DITK_PYTHON_NUMERICS to the build flags.  It is used to enable an 
experimental feature which is why there is no documentation or cmake 
flag for it.  This answer is just from memory and someone else may 
correct me.
