[Insight-developers] PROPOSAL: Moving Dasboard closing time from 1:00am to 9:00pm EST

Related to the email that Andy just sent. We would like
to move the time at which the ITK Dashboard is closed for
submissions in one day and open for the next day.

Currently this time is 1:00am EST. So, any submission that
is sent to the ITK Dashboard after 1:00am EST gets into the
new day Dashboard.

This of course will only affect those developers who commit
code after 9:00pm EST and before 1:00am EST, and those who
submit Experimental or continuous builds in that period. For
example, people committing code after 6:00pm Pacific time.

It will help a bit for those committing code or submitting
Dashboard builds from Europe, since instead of opening at
7:00am (Paris time) it will open at 3:00am (Paris time).



The main purpose of the change is to allow enough time for the
Dash machines to finish clean builds of a full ITK build
including all C++ test, and the wrappings for Tcl, Python and
Java.



Please let us know if you see any drawbacks or inconveniences
with this time change,... and we will do our best to convince
you otherwise   :-)
